Does anyone know if I can make a horizontal dropdown menu on the top of the page and a static sub menu on the left colm

sure, two menu manager templates, and two menumanager tags in your template, and then the appropriate horizontal and vertical styleheets.

I have tried that but layers are all jumbled

mouse over the galleries menu on the top bar
I have tried removing the left menu and still the drop down appears under the text
