[Solved] OneEleven admin theme main navigation not working

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I have installed a virgin 1.11 site for the first time (I know, I am late to this particular party). Version I have installed is the latest (1.11.2). No modules (yet).

All went as normal throughout the install (uploaded .gz and expanded so unlikely to have missing files).

Lovely new OneEleven admin theme looks great :D but is not working properly for me. ???

When I click the section navigation headings on the left (CMS, Content, Layout...) nothing happens. They do not expand/contract. Also I have a message top left "You have 2 unhandled notifications" and when I click that again I get nothing.

This happens exactly the same in Chrome, Firefox and IE9 all on my Windows machine.

The only server error I can see looks like a 406 error:

I have not switched off JavaScript in any browser.

In the Web developer JS checker on Firefox I am getting
TypeError: $.cookie is not a function

From another thread it looks like it is a mod_security issue? If so what exactly should I request to be whitelisted because host is saying "We can whitelist particular rules for your accounts, if those accesses are genuine but causing mod_security blocks. But we cannot completely turn off mod_security."

Well this has now been resolved. My very very helpful hosts UnitedHosting looked in to it and it was indeed mod_security causing the problem. They whitelisted rule 950004. I now have OneEleven working perfectly!

Hope this helps someone in the future.
