Hello, I have the cms 1.7 cape verde.
The question is , When I install any module on the interface appears that is installed but on the menu does not appears , for example i installed the simpletagging module, and normally on the menu (content) appears it, I try to upgrade my cms and happened the same thing.
I do not know what to do,
An option for me is install a new cms ,the last version, and reupload all my content , really i do not know if is this is the best solution for the issue.
Someone can help me please.

Installing new versions of modules aren't likely to work with really old CMS installations.

Are you sure you're running the latest version after your upgrade? The reason I ask is because you mention 1.7 .. After logging in, what does the version number say at the bottom of the control panel?
How did you upgrade?
You can always install a fresh copy in a sub directory and test to see if installing modules work for you there.
