Hi All, first post here.
CMSMS 1.10.2, PHP5, MySQL5.0

Newbie with CMSMS, PHP, MYSQL etc.
Experienced with HTML, JS, CSS etc.

Reading the 'How to Secure CMSMS system - Small Guide'

Where do I upload the php.ini file suggested in the Howto?

Also, I notice that the instruction 'allow_url_fopen = Off' is here. My CMSMS would not install without allow_url_fopen = On being set. Can this be changed to 'Off' now without issue to the functionality?
