As that other thread suggested, it sounds like a user permissions problem.
Can you login to the backend of your CMSMS site and view Users? Can you ADD a new user that has admin rights? If you cannot, then it sounds like your user doesn't ahve admin rights and that is exactly why you are getting the error. If you CAN add another user with admin rights, then I'm not sure why you are seeing this error message.

I cleared the cache and it fix the problem; then changed some cache options and am hoping this will prevent it from happening again.
