Hello

Is it possible to restrict content to certain editors?

Preferably, Admin creates and then assigns the page to a certain editor.

Yes,

Assign those accounts to the group "editors" and disable the permission "Manage All Content".

The admin can assign the page to an account or a group in the second tab.

No, you can only choose for permissions to edit all news items, or none at all
