I would think this is a problem with the server.

Contact your host.

Hi Ihake,

This used to happen to me as well once in a while. It turned out that my host was suffering from DOS attacks (http://en.wikipedia.org/wiki/Denial-of-service_attack) because some idiot on the same server had a compromised <cough>Joomla</cough> installation. The "too many incoming connections" makes me suspect a DOS attack is what is going on here.

The host finally banned this other customer after several warnings. However, this can always happen when you are on shared hosting.

I solved it by getting a VPS.

Best thing to do would be to contact your host to check what is going on. If it turns out it is your own cmsms install that created an opening for a DOS attack (which could be if you are using an older version of CMSMS) I advise you to upgrade to the latest version a.s.a.p.
