Add required checkbox on Orders Extension

I would like to add a required checkbox to the billing information on the Orders module (orders 1.12.7) that says:

[ ] I have read and agree to the terms and conditions.

The customer wouldn't be able to proceed with checking the checkbox. Is this possible? Has anyone done it before?

I'm on CMS 1.9.4.2.
