I'm creating a website for a Dutch company.
Is it possible to remove the English Language Selection completely so that a normal backend user can only use Dutch.

You mean:
My Preferences >> User Preferences >> Language
Depending on the translators, all or some language string are translated.
If not translated it will show the original English text.
In Dutch we have the policy to not translate all large language strings containing helptext for the admin. It is just to much work for a few volunteers and you can't always see small changes in the helptext. So better a correct English helptext then an outdated Dutch one...

I only want Nederlands as a selection.
A normal backend user (an editor) doesn't need the help function so I want only Dutch (Nederlands) to be available.
I sometime change text in the lanquage files (company related) and when there are more languages available I have to change that in all language files.
And yes, not translating de helptext is OK. You already doing a fantastic job translating so many already.

Then the proper way to do this is to install the base package, and then add the dutch language pack. When an upgrade comes, just upgrade the base package.I only want Nederlands as a selection.
