Testing error_reporting to ensure E_DEPRECATED is disabled

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I have WAMP installed and wanted to use CMSMS on localhost. I have an error which I have noticed others have had and I believe is related to my version of php. my versions are as follows: Apache Version :2.2.11 PHP Version :5.3.0 MySQL Version :5.1.36 The error is:
Testing error_reporting to ensure E_DEPRECATED is disabled

E_DEPRECATED is enabled

I have read threads about this but so far have not understood what I need to do (other than reverting to another version of php). I have looked for php.ini but no success.

Could someone please help me further?
