I have a client that basically does not trust itself. They have several departments, and each department wishes to designate editors for their pages of their common website. The problem is that none of these editors are to be allowed editorial access to other department's pages.
One way to deal with this is to give each department its own CMS. I don't mind the duplication of data, styles, and layouts so much, but separate CMS's means that CMSMS can't really generate a common menu for the entire site.
Does anyone have any other ideas?

When you create a webpage (e.g. Content > Pages) in the options tab there is an Additiona Editors field where you can select who can edit the page. Will that work?

Yes, it almost works. If the original author of a page designates his department's group as "additional editors" then they can change the content of that page. They can neither add new pages nor remove existing ones. Nor can they upload PDF files, (if they want to link a page to a pdf for example). If I grant any user permission to add pages, delete pages, or manage files, those permissions apply across all departments. Such a user, whatever department he is in, then has the power to add/ change/ delete files of other departments.
The way I am working around this for now, is that there will be two users with all permissions ("administrators"), and they will have to create every page on the site, and upload all files for every department. The page creator designates the appropriate department as "additional editors". Once that is done, each department's designated users can manipulate the content of their pages.
This gives me about half of a real CMS - the page's length and content are updateable by the appropriate users, but the site structure and menu are fixed in place, unless changed by an "administrator". Also regular uploads of PDFs and images may be better accomplished by FTP than by using File Manager.
"News" is a similar problem area.
So while I am using CMSMS for this client, I am not marking this problem as "solved". Thanks again for your help. I think I need to submit this as a future "feature request".
