Upgrade and correct

I have an existing CMSMS and am looking for someone to:
- upgrade it (1.8.1 ->1.9.4.1)
-restore menu: Vertical dropdown preferably accordion (not working now)
- Restore accented characters .

This has worked in 1.4 but not in 1.8.1

I have several 15 Mb sql backups, so I guess one can be OK

This is urgent stuff.
