[Solved] Site down message... but the site is not down!!

Hi all, wonder if someone can shed some light on this one: (CMSMS 1.9.3)
I have been working on my website whilst in maintenance mode.
using the "Exclude these Addresses from Site Down Messages:" option.
Today for some reason, with the site in 'live' mode, i still get the site down message.
I even change the site down message, but the website doesn't change, shows the old site down message.
It all worked fine yesterday. I have cleared my browsers cache, no change.
anything else i've overlooked?

If you don't have a site down message set and site still says it in plain text most likely it is waiting for you to run upgrade as that is the only thing that leaves that file in tmp/cache folder, unless you put one there...

@User53, there was no SITEDOWN in tmp/cache??
so I deleted all css files in tmp/cache...
didnt' fix it.
walked away for a couple of days, came back to try again... and it was working!!
thinking it may be host server or something else?
problem solved... but dont know how.
