Strange characters on all pages after upgrade 1.5 to 1.9

I have this  character sprinkled throughout my pages after upgrade to 1.9. That character has replaced the non-breaking space

Inside the HTML code, this is what it now shows: Â

I know that kurtf developed a script to remove these but the link he provided is old and is no longer available.

Does anyone have this script so I can correct this problem easily?

We're going to try and write a script that searches for all of that and replaces it, but we don't want to screw up the database, so here's hoping it all goes smoothly
