Stylesheet is not working unless linked to directly

Stylesheet is not working unless linked to directly

Greetings Y'all.
I'm working on a website using an open source template, but the only way I can get it to work is to save the stylesheet to the uploads directory and linking directly to it.  It doesn't work when I use the {stylesheet} or {cms_stylesheet} tag even though when I view the page source it shows the proper css links that I can click on.  I tried this on three different CMS sites I manage all with the same results.  The URL is www.henchendesign.com.  Any ideas would be greatly appreciated!!
