Trying to install cmsms I am getting a very basic error immediately after selecting the language.
"Session not working, you have problem with some modules and functionality! Ask your provider, exiting!"
The hosting service extracted the files and I am thinking that file perms should probably all be 755, but they are 644. Am I on the right track? I want to tell the provider, StartLogic, what needs to be done because the CPanel tools they give me can only change perms one file at a time.

I'm honestly not familiar with the error. Could you post a screenshot of the whole page or area with the error?
If all else fails, use a bigger hammer.
