Problem after installation

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Dear,

I have installed CMS made simple on a Windows 2003 Server
After installation i get the following message when i try to start it !

You are not authorizedto view this page

Has anyone a idea what it can be ?
