Cannot connect to database

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

So I have installed CMSMS numerous times but this time its saying I cannot connect to database. I set up a MySQL database on my godaddy hosting server which gave me a hostname, username, and password that I can log into no problem. I then go on his server and install the installation package, it starts the installation but when I get to the part about connecting to the database it says it cannot connect. Does the MySql database have to to be on the same server as the domain name? I wanted to set this CMS up on the backend to get everything working properly on his domain.

No they do not need to be on the same server. You need to have the proper username, password, host (MySQL server)(this should not be set to localhost if the database is not on the same server), the port needs to be correct and the user needs to have full access to the database.
If all else fails, use a bigger hammer.
