I've been using 1.6.7 ... my host has php 5.2.9 can I upgrade? I read its recommend to have 5.2.12??

Only latest and semi-latest (currently 1.8.2 and 1.8.1) are supported.
For those that dont have 5.2.4 or higher, the 1.6-series (currently 1.6.
is available. That version will only be updated in case of an security-fix. No new development will be done in 1.6-series.
So if you run 5.2.4 or higher (which is your case) then the suggested version is latest-released, currently 1.8.2, also because in between some security-fixes have been included.
