No matter where I am, folder, subfolder or image list, there is no such function.

According to your screendump I would say you use an older version, previous to 1.3

Is it a fresh install of the module or a upgrade? Maybe something went wrong during upgrade

Early I upgraded Version 1.2.1 to 1.3, but how you can see there are something wrong.
What can you suggest to do? How to fix?
If I uninstall ant install fresh gallery module I lose all titles and comments?

Yes, do not uninstall. If you did the upgrade through modulemanager and the original install through ftp, it could be that upgrading the database went well, but upgrade of the files failed.

You could try to:

1) Make a backup of the gallery database tables
2) download the rar-package from http://dev.cmsmadesimple.org/project/files/726
3) overwrite the files with the files in the rar-package.
4) hope for the best  ;)

Is it possible to make that uploading photo resizer switch width and height to match long sides?
Also would be nice to have function for rotating image?

Just set the maximum width for landscape images, the height will be calculated accordingly
And set the maximum height for portrait images, the width will be calculated accordingly  ;)
