Changes in bulletmenu_accessible

I am a friend of clean code and while I was enjoying the bulletmenu_accessible.tpl in CMSMS 0.12 I found some small bugs that are not really bugs, but cause some problems when you do not use all attributes like "accesskey" or "title". Then you might end up with



i.e. with a blank ... does not cause real problems but it is fairly simple to change it without any problems. I have attached a modified version with the changes and a modified -tag for active pages.
