You don't have permission to access /install/index.php on this server. WHY?

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

You don't have permission to access /install/index.php on this server. WHY?

have uploaded the zipped files, extracted the files. followed the documentation for uploading and preparing using cPanel.
Apache 2.2.15 (unix)
Linux 2.6.33.1 on i686
PHP 5.2.13

started the install from the site.  www.site.com.  which directs you to www.site.com/install/.  then after the 7 pages of steps. the final page  I get the following error.
Forbidden
You don't have permission to access /install/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.[/
size]

after the checksum the site goes through the verification of preferences from the host server.
The only 2 warnings on the recommended settings page
PHP time limit is set to 30
Checking PHP disable Function is set to DL (can change, but need to know what to change to)
everything else in the list came back with a check mark no issue or warnings

Please help.  I have made changes to permissons, but nothing seems to work.

Call your hosting first. Now is the time to find out if they are worth anything.

Research 403 errors

Move all index.* files from server root to a subfolder (fe empty/parked index.html)

What is the permission of the install folder?
Change it in FTP or cPanel to 777 recursivly and try again

If not?

Thank you all very much - this was a permissions issue on the install folder.  reset all permissions to 644 per files and 755 per folders.  then the site was able to finish writing to the install folder to complete the setup.
