Parse error test.functions.php

I have recently tried to install a upgrade for 1.7.1-base over but I got this error:

Parse error: parse error, unexpected T_STRING, expecting T_OLD_FUNCTION or T_FUNCTION or T_VAR or '}' in /home/content/j/e/t/jetshouse/html/lib/test.functions.php  on line 29

I tried to reinstall the install folder but still got this error, does anyone know how to fix this problem?

Are you sure your PHP version is the right one required to run 1.7.1?...
