All my danish letters gone strange after upgrade from 1.6.6 to 1.7.1

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Do you think it has anything to do with the lang. that is set in the template itself?...
