Help me build a muti-language website in one template!!!!!

I have a CMS MS website now and I want to add more lanugages editions for my website in one template.

use top level menu items as language headers, french, english, german, then in menu call second level only, if you need a menu to go between you can make one the just calls the 3 top levels, sort of like this does with regions, NOTE: the upper right drop, it is just the 3 top menu items that have all the other regional pages under them...
