Upgrading CMS MS

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I am trying to upgrade from 1.4.1 to 1.6.6
What exactly do I need to do in order for a smooth upgrade to take place?
Any help will be appreciated
