I didn't understand

My english is not so good so I have to make one things  staight to myself.

So if I use CMS made simple to commercial projects do I have to buy a license or not? And if not why there is a licence then?

You only need to purchase a license if you want to remove the copyright notices from the code and all of the branding. It's not really necessary to purchase one for commercial projects, as long as you leave these notices alone - they are just comments in the code and not displayed.

Amend to that is that he means in the backend/admin part not what the visitors see, front end is anything you want...

You do not need to buy or sign anything to use CMS Made Simple. You can use CMS Made Simple for any website that you want. You can make money from CMS Made Simple websites. Great!
