Empty administrative interface

All greetings.
There was a strange situation.
Install host on localhost cmsms 1.6.6 or 1.6.5. At the same time using XAMPP, also tried APPServ - always with support only PHP 5.2 .*, Apache 2.2.8.

The site is installed without problems, navigation works, but! Empty administrative interface (login for a long time, but in the administrative interface lets). Do not see controls. The menu is available, and blocks with no content.

been tried on Windows XP SP2 and Windows Server 2003.
