Warning Fetch Error: Saw this one in here before - please help...

I installed this one on a Windows box (first time for me). I saw there was another listing (can't find it now) that had the same issue. I tried doing what was recommended and it didn't work. Any ideas. The CMS admin and DB work great.

Here is the error:

Nope, I cleared cache several times and it didn't work. Any other ideas? Has to be a Windows issue.

Yes, the whole tmp folder has correct permissions. In the post I couldn't find, someone mentioned a linking error within Windows? I tried the fix but obviously it didn't work.

Any other ideas are greatly appreciated...
