[SOLVED] Admin permissions question - modify any page vs manage all content

Having a brain cramp:  can someone explain the difference between the "modify any page" and "manage all content" permissions?

Modify Any Page

The group is allowed to edit content pages. There is no tab Options during editing the content for this group. However, some fields from the Option tab can be added from Site Admin → Global Settings  (tab Advanced Setup, field Basic Properties).

Manage All Content
----------------------------------
The group is allowed to create, move and delete pages. The group is allowed to access the tab Options while editing the pages and change anything that can be found on the tab in contrary to the permission Modify Any Page.
