I am trying to add pictures to photo albums.
I browse for my image and the click upload, but no image appears
Does this mean that my web designer has not given me privileges to do this? I ask as he's not replying to my emails or texts and I need my site active like yesterday

There are too many possibilities. It could be a size restriction in the PHP settings, it could be a corrupt file, could be a poorly configured backend... Really should have someone look at it the server and CMSMS.

Try uploading file up to 200KB, file name and extension lower case. Try using image manager, file manager.
To find out rights of your user do following:
Inspect system setting "Site Admin » System Information".
Can you open "Users & Groups » Group Assignments" and
"Users & Groups » Group Permissions" ?
