Hi,
I am new to using CMSMS. I was wondering if there was a way to use a PSD file design in Photoshop and the template for the site. If it is possible, I was wondering if i could get some pointers.

Usually site builder receives PSD files, than "cuts" from it useful pictures than combines them with html, css, php in template.
If you are looking for easy way to build unique site - i don't know such a way. (That's the reason you get paid for). Is your template html file with lots of images in it (some of them can have transparent zones) ? If yes - all you have to do is to "dress" your CMSms.
Tools are as usual Gimp (or PS), Komposer (or Dreamweaver), text editor of your choise (Notpad++ , PsPad) and Wamp, Xampp, Lampp or any other combination of Apache, MySQL and PHP.

As a newby to CMSms, what exactly do you mean by "dress"? I'm guessing that you mean adding the smarty code. Your question is too general, the best thing you can do is to read documentation wiki.cmsmadesimple.org/index.php/Main_Page( i know it takes some time ), watch video tutorials (http://www.icms.info/). Tens of them can be found on YouTube
