I agree with you, modules should state what versions of PHP are required, what databases are supported, and a host of other requirements.  However, as history tells us, only about 2% of the people read that anyways, so it wouldn't really solve anything.

Yes, good doc doesn't hurt.
More optimism : pg users read documentation (because pg has excellent documentation) hence each piece of "MySQL only" or "works with pg" dochint will be carefully read and much appreciated by pg users.

I understand and agree that pgCMSms share is very low. I bet a niche actually.
