Design with Code / Functionality Changes on prelaunched site

Hi - I am looking for someone to complete the code/design aspects of a site that I am unable to. The project is broken up into two major sections

A - Design

Modify the NCleanBlue template as described below, visual guide can be found here. On some of the more open ended requests please use your creative judgment to create a version that looks appropriate.
1) In the search box, update the gold color to the grey, fill in the magnifine glass, and update the copy to say 'Enter Search Term..."

2) Move the breadcrumbs to left alignment

3) Remove the Gold star & version number, essentially the entire gold star presence

4) Move the print icon to right alignment of the content section

5) Remove the Next & Previous page text and associated links at the bottom of the content section

6) Remove the Top Button at the bottom of the content section

7) Remove the "News" Section

8 ) Expand the right content window to fill in the same space of the old "News" section

9) Remove the footer navigation, "home, how cmsms works,..." from the footer

10) Center the remaining footer section

11) clean up the contact form

Additional items-
a) Save a version with and without the Page title tag
b) Give there are major changes to the template we may need to go back and make small tweaks no other major changes anticipated.

B - Code / Functionality Changes
1) For some reason I can not delete the original content (it just reappears) but the pages are inactive. Please fix.

2) Enable / Fix SEO Friendly URLs.  I tired but couldn't succeed.

3) Fix and Update the contact form.  I tired with Forum builder but ran into errors. Fields are
   -First Name*
   -Last Name*
   -Company*
   -Position
   -Address
   -Phone Number*
   -Email Address* (double entry to confirm no typos)
   -Perfered method of contact* (radio between Phone or Email)
   -Comments*
   -Captcha confirmation

4) Explain how I change the permission of the config.php to ready only.


Site Details
The site is live, with Config GUI module installed (for SEO fix) and full access will be provided to the winner.
I have not updated to the most recent version since it was just released, perhaps that could be done as well while maintaining the current content.

Ideally one person / team can address all the above issues and a long term business relationship can be established as I can easily anticipate additional functionality/changes.  This is essential version 1 of the site and we already have version 2 planned.

Only total cost bids for the project to address all issues listed above will be accpected, i.e. I will not pay per hour. Payment and other terms you may have will be discussed privately. If you require the site's URL please email / PM.  I wish to begin and finish the project as quickly as possible but it must be right.  Links to past works and portfolios are encouraged.
