Flash and Actionscript

Does anybody do Flash animation with Actionscript?

If so this is what I need:
On the index page of the site there has to be an image upload field and submit button. On upload the image will resize and appear on the side of an animated vehicle in Flash. Vehicle will start and drive off.

We can supply all vector art necessary to import into Flash.

If this is something you can do I'm just after a guesstimate at the moment.
