Looks like a windows system, are you sure they are fully writable?
If all else fails, use a bigger hammer.

I'm using the controlpanel for the webhotell to access the files to change the permissions.
I deleted all files and uploaded a fresh download of CMSMS to reinstall. So I have nothing saved from the old site were I could only access the admin part. This is a fresh installation were I don't have any information in the DB nor any old files on the site. All I have done is uploaded the files, went to the page, got the error screen for permissions. Fixed those and when I reloaded the screen loads blank.
when doing a complete new install, make sure that ALL files are transferred AND transferred correctly. I use FileZilla for transfer, and transfer in smart-mode....
If I understand well you are trying to install CMSms 1.6.4 (for the official base tarball) on a Windows host throught FTP.
Have you tried the system checksum while installing ?
Do you have some Windows expert at hand that could tell how to mimic 777 with the mouse ?
If you still have your install with broken frontend please provide the System Info and System Verification from the admin.
BTW why do you chose Windows as a PHP hosting solution ?
