TinyMCE doesn't work after upgrading to 1.6

I was running 1.54 with no problems, but I upgraded to 1.6 and TinyMCE doesn't work anymore. When I go to edit a post the toolbar is just blank with a grey background. I re-uploaded the files and re-ran the upgrade, and it's still not working.

briefly:
- try to go to Tiny admin and reset all settings to default in the Advanced area
or
- click uninstall then install Tiny module again
