How to create new template??

I wanted t create a new template, in which i was told to use Visual Studio.NET. after installing it to the server, and when i tried to create a new project, the Content management server project does not appear as it should be (as attached). What it the possible reason of it does not appear? Did i left out installing anything? and how do i check them out, if it has been installed or not?
