Recommend CMSMS providers?

Can anyone recommend a provider that meets all the CMSMS requirements - preferably one who already offers CMS based on it (and is cheap!) - to avoid having to install it?
Many providers seem only to offer PHP with Safe mode ON (which CMSMS does not support).

you should note where your domain sits, sometimes it's better to find a provider in your country who speaks your language!
