Changing Admin Theme for All Editors

Does anyone know of a way to change the administration theme universally for all editors?

I tried changing the "Admin Theme" setting under "Global Settings" and also tried deleting the "Default" theme, but neither worked.  I can change each account by logging into it manually, but with many editors who have their own passwords, I can't access their accounts.

I would like to do this because my editors are stuck with the original 1.0 admin theme, and I would like them to now use NCleanGray.

you can do it in the db, but I don't know of a way to do it from the admin panel
