Once I try to move to the second step of the install process with the system check it gives me a 503 Service Unavailable error.
My host support said "ask the software makers" though I believe this problem is with the environment, not the software. I was in fact able to install 1.6 on another site on the same server, which makes this all the more frustrating.
The error log entry shows:
