problems with permissions in 1.5.1 - can't upload docs/pdf etc

I'm having some strange problems with permissions in 1.5.1, which is affecting my clients ability to to upload documents in File Manager - problems have only arisen in the past few weeks, before that client/user could upload new docs without a problem.

I was unable to change permissions within CMSMS admin from 755 to 777 - So I went in via the domains CPanel using its file manager and changed permissions to 777 on each sub-directory of Uploads.

Problem is if a new directory is created, the permissions are set to 755 and no files can be uploaded by client until I change them via above method to 777.

Also, most of the files uploaded are showing as being owned by 'nobody' whereas previously they would show the client/user login name.
