Content editor top and bottom bar missing

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Content editor top and bottom bar missing

^ I guess thats the best way to describe it. After install, the HTML editor view on the page editor appears to be missing the top and bottom bars (it has the end caps, which I can't seem to find anywhere in the CMSMS directories). Can anyone tell me where i might be able to replace that graphic for that section (top and bottom) of the editor window?

No version of CMS Made Siimple, no other pertinent info, sorry no can help...
