Have refresh pages to see CSS

For questions and problems with the CMS core. This board is NOT for any 3rd party modules, addons, PHP scripts or anything NOT distributed with the CMS made simple package itself.

I am having an issue with a site. I have to refresh the pages to enable the CSS to load and show the correct design. I see this in all browsers MAC and PC. If I edit a page in the CMS and then go to it for the first time the CSS is missing. If I refresh the page it is good until an edit is made again. Please help!!! The site is www.mrswirl.com/index.php

No CMS Made Simple version number, no server info no system info, no can help...
