How to find fopen to public URL function throughout distribution.

Running CMSMS 1.5.2
Windows Server 2003, Apache 2.2.11, PHP 5.2.8 and MySQL 5.1.34
It appears that the "fopen" function to outside URLs is not working on my local network, for whatever reason. PHP.ini is configured to allow. Version check and Module Manager are not being implemented in our environment. Is there a way to find all instances of the fopen to cmsmadesimple.org url function throughout the entire distribution?
