No Menus after install

I just installed a clean copy of the latest MLE to test. Followed the instructions, had a working site before making config_lang.php and the DB changes, then after the changes, the test site 'works' but there are no menus. What did I miss?

a. fill all old english menu/pages in your default language (read README.FIRST) and after edit
or
b. edit your pages (now you have a structure but not the pages) in Content > Pages
