Unable to save Global Settings 403 Forbidden

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Unable to save Global Settings 403 Forbidden

Unable to Clear Cache or save Global Settings. Get the following error: Forbidden You don't have permission to access /admin/siteprefs.php on this server.
New installation on  Linux. Permissions are set according to Install document.
Which file is it trying to save the settings in?

Using the latest ver. of cmsms?...

Need more info to help, look in system information page for any yellow ! or red X, and maybe show what it says here...

is this a mod_security problem? did you check your logs?

The cms is version 1.5.2
The System Information reports errors on these 2 things:
>>Session Save Path (session_save_path): /tmp (0) Failure ?
The tmp & cache directories are set to 777, notice that the files created in the cache directory (contentcache.php & csshash.dat) are owned by www-data instead of user, those files have 644 rights.

>>Checking if the httpd process can create a file inside of a directory it created (create_dir_and_file):
What directory & file??
