Adding and removing blocks of text and images

I've seen quite a few CMS systems which only allow the end user to be able to change and amend the current content on the page.

I have a page that will have between 1 and 18 individual blocks consisting of an image, heading, summary, link. Basically when the user clicks on the link it will take them to another page that has a larger photo and in-depth description of what was on the previous page.

I can understand that if I wanted all 18 blocks on the page at the same time then the client would be able to change and amend the images and text but they want to be able to add and remove the different blocks frequently.

Is this possible with CMS Made Simple? Can anyone give me any tips on where to begin? Any help would be very much appreciated.
