Installation Problem

I am a new member to this forum and am having problems trying to download CMSMS on my OS (Windows Vista Home Premium).  I have xampp 1.6.4 installed and have access to MySQL.  When I try to download the newest version of CMSMS, I only get text files on my computer.  Is there not an install wizard or something of that nature.  Any help would be appreciated.  Thank you.

I was able to download  cmsmadesimple-1.5.1-full.tar.gz once I installed the extract program.  Now I am having problems with figuring out how to create a blank php file and where I should put it.  Please help.

Just create a new Text file, then change the extension from txt to php.
