Restrict creation of page to a sub hierarchy

Hello,

I want to create a project using a CMS and I am considering using CMSMS, because it looks very well suited to my need.

However, I need to give, for some groups, the permission to create new pages. However, I want to restrict this possibility to some
sub hierarchy of the web site.

For example, I want them to be able to create a new page as a child of a section "Contribution", but not to create a top level page?

Alternatively, I need the possibility to prevent the change of parent page, when they create a new page.

Is there a way to do that?

We are also trying to determine if CMSMS provides for the capability to restrict "new page" content to a designated, existing content structure on a per-user or per-group basis. 

This would be for a site that is to be maintained by an organization with multiple "departments" if you will, where each department is responsible for their specific content on the site.  Thus far in testing, we can assign provisions to restrict modification of existing content to specific groups, but can not locate similar functionality for the creation new content.  I suppose a global administrator could create the new page(s) for these sub-users then assign the necessary permissions, but that is less than optimal in my opinion.

Would appreciate any clarification possible on this subject.  CMSMS looks to be almost the exact tool we were hoping for.
